Riggs is an Associate Dean, John M. Friedman Office of Education Chair. He received his Associate Dean’s scholarship from the University of Massachusetts, Amherst. In 1992, he won a Carnegie Foundation and two fellowships from the University of Nebraska-Monroe. Riggs’ goal is to ensure that the American public schools continue to be a vibrant and inclusive community. The political board did not elect a Regional Chief Board Sub-Continent (RCBC), but it created “local governing bodies’ Boards” (LBs), such as the District, District, and Township (DMT) Boards, administered the current levels of the Board of Public Schools.
